ELECTRONIC COUNTER-MEASURES (ESCM)
There are two terms for this service, which tend to be used interchangeably. One is Electronic Surveillance Counter-Measures (ESCM). The second is Technical Surveillance Counter-Measures (TSCM). After working with this type of investigations for many years, our Agency has elected to use the term Electronic Surveillance Counter-Measures (ESCM).

The purpose of the ESCM was to determine if there were any listening / eavesdropping devices installed in the residence, or business facility; which would provide unauthorized access to sensitive and proprietary information by person(s) unknown.

TELEPHONE LINES

Telephone lines installed at the site are checked to determine if any recording or transmitting devices had been installed to intercept telephone conversations. The use of a "Telephone Trap Detector" and an "Internal Line Series Check" is used when feasible.

A careful physical inspection is made on all telephone lines, to determine of there are any indications of the telephones having been "tapped" on premises.

All of our Clients are cautioned about using "cordless phones", because they are transmitting the phone conversations to any person who has a "scanning device" available.

DETECTION OF AUDIO RECORDING OR TRANSMISSION

Physical searches and electronic sweeps are conducted to determine if there are indications of audio interception devices, commonly known as "bugs". The technicians utilize "wide band radio frequency probes" that are designed to scan the frequency range for any transmissions. If any transmissions are detected, the technician makes a determination if the source is a valid source such as a local radio station; or a covert source such as a "bug".

DETECTION OF VIDEO RECORDING OR TRANSMISSION

Physical searches and electronic sweeps are conducted to determine if there are indications of covert video devices being installed in the location being investigated. Specially designed "Carrier Current / Video Camera Probe" instruments are utilized to sweep/search the entire band width on which covert video signals might be transmitted.

COMPUTERS WITH INTERNET ACCESS

At this juncture, we will utilize a person that is nationally certified in Computer Forensics. He has the technical expertise and the latest equipment that enables him to conduct a thorough analysis of an individual computer, or a computer network. He can determine if there is some form of "spy ware" on the computer; or he can determine if the computer is being utilized to send confidential and/or personal information; to parties that are not authorized to receive that information.

OTHER POTENTIAL INFORMATION SOURCES

Within the scope of the duties of the ESCM Team Supervisor, rests the responsibility of identifying non-technical "leaks" of information. Typical non-technical leaks would be sensitive documents placed into the trash; sensitive documents left unsecured so that unauthorized persons could gain access to them; verbal declarations made in the presence of persons who should not have access to the information discussed; and discussing sensitive and privileged information with persons who are not authorized to have that information.

It is this category of activity that transposes the ESCM operation from a technical inspection, to a complete investigation. The focus of the investigation then becomes Information Security.

If a Client is presented with a situation in which sensitive, confidential, and/or personal information is getting to unauthorized persons, that Client has a serious problem. Further, that problem needs to be resolved.
